During the last decade, there have been many political, economic and social changes in Serbia, and consequently, environmental problems have been treated as less important. The national environmental departments and ministries have undergone rapid, sometimes unexpected, changes that have influenced on enormous and uncontrolled air and water pollution, and generation of hazardous waste by industry. Due to inefficiently energy consumption, utilization of resources has been intensified.

The JEP Steering Committee will play the main role regarding the quality control and monitoring. At the beginning of each project year, the Committee will have a meeting where the project activities will be surveyed and detailed plans for the next project year will be worked out. During project life, after sessions of Local coordinating/monitoring board, e-meetings of JEP Steering Committee will be held using Internet infrastructure for the purpose of final acceptance of developed training courses.

Dissemination will be a permanent task during and beyond the lifetime of the project. Considering the fact that one of main project objectives is to raise public awareness toward environmental issues, it is clear that dissemination of project results will be the key element of successful project implementation. From the very beginning, special attention will be paid to identification of groups who, although not directly involved in it, should be able to benefit from it. It is very important that these groups will be regularly informed about the progress of the project and about the possibility of taking part in promotion of main project ideas.

Since the project is fully in accordance with national priorities, it is reasonable to expect that the universities and local and regional administrative bodies will recognize achieved results and take responsibility for maintaining and developing the system in the future. At the end of the project, ecological training courses should be properly defined and structured, and the Regional ECO Training Centre should be fully operational. Besides, further operation can be self-funded by imposing economical course fees on participants of the courses that should be constantly given after the completion of Tempus project.

The major decision-making body of the project is the JEP Steering Committee. It consists of the Coordinator, Contractor (Grant Applicant) and five contact persons from other consortium members. Since the Coordinator and Contractor are also the contact persons of their institutions, each participating institution has a representative in this Committee. The work of the Committee is prepared and organized by the Coordinator and the Contractor.

The main objective of the project is to contribute in improvement of environmental protection efficiency of Serbian local communities in order to achieve European dimension of ecological integrity as a key element of sustainable community. Based on EU experience and with the help of West institutions, Serbian university-expert JEP consortium will design and deliver two vocational ecological courses for building of human resources responsible for sustainable environmental management. These courses would be related to next general areas: Solid Waste Management and Energy Efficiency.
