DESCRIPTION OF THE ACTIVITIES PERFORMED During the period from 30th May to 20th June 2008, at University of Kragujevac, Faculty of Mechanical Engineering, training course Solid Waste Management was organized and implemented. 60 attendees from 9 municipalities of Central Serbia have been retrained throughout participation of the lectures divided in the four modulus, as follows: Module 1. Law Framework in Solid Waste Management 1. Law regulations and directives in European Union2. Legislative in Serbia 3. Impact of law framework on locale communities –transfer of mandates and responsibilities Regulation on locale level, Locale environmental Action Plan - LEAP, Locale strategies and plans for solid waste management Regional plans for solid waste management. 4. Examples of good practices and adopted locale regulations in EU towns5. Presentation of current state of regulation in solid waste management in locale communities in Serbia and Sumadija Region Examples of good practices on locale level, Current situation in Sumadija region , Analysis of sustainable modalities of solid waste management strategies...
Module 2. Solid Waste Management – examples of good practices 1. Integrated solid waste management - modalities2. Examples of good solid waste management practices in EU countries3. Examples of good practices in locale communities in Serbia Example of Novog Sada – Material Recovery Facility , Example of Jagodina – privatization of municipal solid waste service, Model of private-public partnership (PPP) – Troyan&Fischer EKO, GTZ Project “Modernization of communal services”. 4. Presentation of current state of daily practices in solid waste management in locale communities in Serbia and Sumadija Region Current state and identification of main problems , Analysis of sustainable modalities of solid waste management practices on locale and regional level as well. Module 3. Practical tools for planning and solid waste management in small communities Development of integrated plan for solid waste management on locale level, Law framework, Questioner for waste generators, Calculation of quantity and quality of municipal solid waste, Sanitation and closing of inappropriate waste disposal sites, Minimal standard for municipal solid waste deposition, Design of sanitary landfill, Evaluation of location and criterions for landfill, Transfer stations, Regional plan for solid waste management. Module 4. Integral cadastre of pollutioner – practical trainingThe teams formed from the nine municipalities, composed by 6-7 attendees, participated actively in realization of the course. During the training course, each team showed two presentations: 1) current regulation on locale level and 2) current solid waste management practice in the municipality. After finishing the training course Solid Waste Management, the main benefits for the participants are as follows: they were supplied with a lot of information concerning the solid waste management practices in European Union and Serbia as well, they have learnt the complete procedure for development of sustainable strategy for solid waste management on locale and regional level as well. they are ready to actively participate in strategic planning and developing of locale solid waste management plan in their municipalities.
After the delivering of the training course Solid waste management, each team started with preparing the proposal of the strategic plan for solid waste management for their municipality. Each proposal will be monitored and supervised by expert team from University and Serbian Environmental Protection Agency. After successful realization of the plan (accepted by expert team) each member of team will be certified from the Faculty of Mechanical Engineering as Environmental Protection Manager. Deadline for completion of the plan proposal is July 2009. |
