The University Of Technology And Life Sciences (Uniwersytet Technologiczno-Przyrodniczy) - Grant Applicant, in Bydgoszcz has a 55 year-long tradition going back to 1951, when the first school of higher education in Bydgoszcz was created - the Evening School of Engineering. Having been converted into the Engineering School of Higher Education, in 1964, full-time, evening and extramural programmes were offered by 4 technological faculties.

University of Kragujevac, Faculty of Mechanical Engineering, Kragujevac, Serbia - Grant Beneficiary is a part of University of Kragujevac, which is presently comprising 11 faculties with the student population of 14 000 and the academic staff of 1000. These faculties are spread in five towns of Central Serbia region which covers the area populated by 2 500 000 people. Faculty of Mechanical Engineering has very rich experience in International projects implementation.and cooperation with EU academic and non-academic institutions. Besides 4 EAR founded projects implemented during the last year (in the area of regional socio-economic development - EAR RSEDP), The Faculty has already been the Coordinator of 4 TEMPUS projects (JPE-CD 16156-2001, JPE-UM 17019-2002, JPE-CD 18114-2003, JPE-CD 40104-2005. JEP Project coordinator-assistant prof. Nebojsa Jovicic managed with 2 mentioned EAR projects, 2 Tempus IMG Grants and 2 WUS Austria CDP Projects. JEP Project coordinator, prof. Dobrica Milovanovic, apart of his academic engagement, curently is Deputy President of The Association Of Local Democracy Agencies (ALDA), Strasbourg, France, as well as President of Kragujevac City Assembly.

The City of Bydgoszcz is the capital of the Kujawsko-Pomorski region with the population of  400.000 inhabitants. The cities Bydgoszcz and Kragujevac has been partner cities for 35 years and the City of Bydgoszcz is willing to transwer the knowledge obtained during the EU pre-accession and post-accession periods in the area of Enviromental Protection and Energy Efficiency to the City of Kragujevac. The City of Bydgoszcz is famous of the successful implementation of several projects dedicated to environmental protection, ecological policy and promotion of good practices in the field of nature.

Republic Of Serbia Energy Efficiency Agency (SEEA) PDF Print


Energy Efficiency Agency of the Republic of Serbia (SEEA) was formed by new Energy Law put in force on 1 August 2004. Energy Law defines the establishment (Article 146), duties (Article 147) and beginning date of the regular operation of the Agency (Article 167). Energy Efficiency Agency is formed as special republic organization meaning separate legal entity. The Agency is registered in the Trade Court in Belgrade on 4 October 2004. The Agency started regular operation by the same day.The managing of the agency is carried out by director who is appointed by the Government of the Republic of Serbia. Internal organization and job description in the Agency is approved by the Government of the Republic of Serbia. The Agency responds for the operation to the Government of the Republic of Serbia. The Agency submits annual programme and report on the operation to the Government of the Republic of Serbia. The operation of the Agency is financed through the budget of the Republic of Serbia. The Agency is direct user of the republic's budget. Serbian Energy Efficiency operation is co-founded by the European Union through the European Agency for Reconstruction.

In accordance with the Law on Local Authorities and City Statute, the City of Kragujevac delivers numerous services that reflect the interest of the citizens. Among them, the care of environmental protection is one of the most important issues. Having in mind relatively bad situation in this area the City is paying a big attention to improving the conditions not only by undertaking investments and to foster the capacity building.

The Association Of Local Democracy Agencies (ALDA) PDF Print

The Association Of Local Democracy Agencies (ALDA),  Strasbourg, France and 11 Local Democracy Agencies in Balkan area are instruments at the disposal of local and regional authorities that contribute to the local development in South East Europe. ALDA was established by Council of Europe, dedicated to:

  • foster institution building at local level through exchange of know-how (best practices with partners  from all over Europe) and training of local elected representatives and administrators,

  • foster the development of a civil society in which all sections of the community participate.
